Coral Springs is moving one step closer to opening a restaurant where residents can “love that chicken from Popeyes.”
On Wednesday, the city commission will discuss whether to permit CR Cypress Run, LLC, to develop a Popeyes Louisiana Kitchen at 10599-10667 W. Atlantic Boulevard, allowing conditional use to operate and a special exception to an escape lane.
According to a city memo, while the land development code allows for fast-food restaurants in community business zoning districts, the drive-thru requires conditional use approval.
For this to be approved, Popeyes must not negatively affect surrounding residential areas, proposed uses, or existing uses. The restaurant must further the objectives and goals of the comprehensive plan and satisfy buffering requirements.
The memo notes that there will be landscape buffers along all sides, with additional landscaping around the building, drive-thru, and parking area.
These businesses are also subject to noise and traffic studies. According to documents, the city’s noise consultant reviewed a study finding the sound generated from vehicles, and drive-thru speakers would not exceed the city’s limits. The city’s traffic consultant also reviewed the plan and believes traffic circulation would not be a problem.
Popeyes must meet other requirements: limiting deliveries to between 7:30 a.m. and 10 p.m., equipping the drive-thru box with automatic volume control, having wall signs that adhere to city code, and planting large trees to be consistent with the property and be substantially developed according to the site plan.
The second item to be discussed is a special exception to the land development code waiving requirements for an escape lane.
Currently, the land development code states that there must be three separate lanes for drive-thru businesses: a 10-foot drive-thru, a 10-foot escape lane, and a travel lane between 12 and 24 feet.
Based on its proposed layout, Popeyes would be required to provide an escape lane on the east, west, and south sides of the property. Because of limitations, this lane would only be on the west side and a portion of the south side.
City staff worked with Cypress Run, LLC to make sure the property to be optimal for traffic. They also worked with developers to meet the requirements of the code.
Popeyes is a Louisiana-based fast-food restaurant located in Davie, Pompano Beach, Lauderdale Lakes, Lauderhill, and Oakland Park. In 2019, they began selling chicken sandwiches to compete with other fast-food restaurants, and within weeks, they sold out.
