Coral Springs Man Sentenced to 20 Years in Scheme That Helped Finance Haitian President’s Assassination

A Coral Springs man connected to the assassination of Haitian President Jovenel Moïse has been sentenced to 20 years in federal prison for laundering hundreds of thousands of dollars in fraudulently obtained COVID-19 relief funds used to help finance the plot.

Keegan Harricharan, 42, pleaded guilty to conspiracy to engage in money laundering. On Thursday, U.S. District Judge Jacqueline Becerra imposed the sentence in federal court in Miami.

According to the U.S. Attorney’s Office for the Southern District of Florida, Harricharan and co-conspirators obtained approximately $840,827 in fraudulent Paycheck Protection Program and Economic Injury Disaster Loan funds through the CARES Act. Prosecutors said Harricharan agreed to use his Coral Springs-based company, TNR Holding Group Inc., to receive and distribute the proceeds.

Between May and June 2021, Harricharan transferred about $255,000 in fraud proceeds to co-conspirators, who prosecutors said used the money to fund efforts to overthrow the Haitian government, including purchasing equipment and supporting personnel involved in the operation.

Federal authorities said the conspiracy culminated on July 7, 2021, when Colombian mercenaries stormed President Moïse’s residence in Port-au-Prince, fatally shooting the president and seriously wounding First Lady Martine Moïse.

Several of Harricharan’s co-conspirators, including Arcangel Pretel Ortiz, Antonio Intriago, Walter Veintemilla and James Junior Solages, were convicted following a nine-week federal trial in May. Another defendant, Christian Emmanuel Sanon, is scheduled to stand trial later this year.

The FBI’s Miami Field Office and Homeland Security Investigations Miami investigated the case, which was prosecuted by the U.S. Attorney’s Office for the Southern District of Florida.
