The family of 6-year-old Harlow Jet Tran is suing the city of Coral Springs, alleging a police officer’s attempt to stop a driver for dark window tints turned into an improper pursuit that ended with the child’s death.
The wrongful-death lawsuit was filed April 7 in Broward County Circuit Court by Danny Tran, acting on behalf of Harlow’s estate, against the city seeking unspecified damages in excess of $50,000.
Harlow died May 5, 2024, after a driver, Chevon Dalton Graham, fled from a Coral Springs police officer who tried to stop his 2023 white Mercedes-Benz near the 8500 block of West Sample Road, according to police records. The basis for the stop was excessively dark window tints, police said.
Police said Graham, then 26, accelerated westbound and struck a Chevrolet Traverse at West Sample Road and Northwest 85th Avenue. Harlow was riding in the SUV with her great-grandmother. The crash split the vehicle apart and ejected the section where Harlow was seated in her car seat, records show. She was taken to Broward Health Medical Center and later died from her injuries.
Graham was arrested after the crash and charged with vehicular homicide, aggravated fleeing and eluding causing death, reckless driving causing serious bodily injury, reckless driving causing property damage, and knowingly driving with a suspended license, according to court records. His case is still pending.
The lawsuit argues the officer should not have continued pursuing Graham once the traffic stop turned into a flight from police, because the suspected violation involved window tints rather than a violent crime. Harlow’s parents, Danny Tran and Samari Curbelo, allege the officer’s actions helped turn a minor traffic stop into a deadly danger for other drivers.
Coral Springs has denied that the police officer engaged in an improper pursuit and says the officer followed department policy after Graham fled.
