In a historic decision, the Coral Springs City Commission unanimously appointed Deputy City Manager Catherine Givens as the new City Manager, making her the first woman to hold the role in the city’s history.
According to a city statement, the appointment, confirmed during a public meeting on October 30, follows a thorough interview process.
Givens will assume her new responsibilities following the retirement of City Manager Frank Babinec, who steps down on January 6, 2025, after more than three decades in public service, including five years in Coral Springs’ top administrative role.
Givens and Babinec will work closely over the next few months to ensure a smooth transition and maintain continuity across city operations, according to a statement from the city.
As City Manager, Givens will oversee all city departments, ensuring that laws and ordinances are effectively enforced and advocating for measures in City Commission meetings that support the city’s development and public welfare. Her leadership will be crucial in steering city operations, budget management, and community engagement initiatives.
Since joining Coral Springs as Director of Budget and Strategy in 2016, Givens has progressed through leadership roles, advancing to Assistant City Manager in 2021 and Deputy City Manager in 2022. As Deputy City Manager, she was responsible for critical aspects of city administration, including budget oversight, sustainability initiatives, and department management.
Her current responsibilities include overseeing the city’s $300 million budget and coordinating interdepartmental improvements to strengthen Coral Springs’ financial health and performance.
Beyond her administrative duties, Givens has been an active figure in several community organizations. She serves as a Public Education Liaison for Coral Springs schools, is a trustee on the Coral Springs Police Pension Board, and is an engaged member of multiple local and state government associations.
Her work extends to the Florida Sterling Council, the Florida Government Finance Officers Association, and the Junior League of Greater Fort Lauderdale, where she is a past president.
Before her public service career, Givens worked in the private sector with Franklin Templeton Investments, leading a global performance analysis and risk management team.
Raised in Broward County and a Marjory Stoneman Douglas High School graduate, Givens holds a bachelor’s degree in finance and an MBA in global entrepreneurship and finance from Florida State University.
