A Coral Springs man is among a group of suspects arrested in connection with what investigators describe as a years-long scheme that allowed scores of people to fraudulently obtain Florida insurance licenses.

Robinson Lopez Tiberio, 55, was arrested March 3 as part of a continuing investigation into a business known as D&R Academy, which previously operated in Miami-Dade County. Authorities say the operation enabled applicants to bypass legitimate insurance broker licensing requirements by having someone else complete mandatory coursework and exams for them. 

Records show Tiberio had his license to sell insurance revoked and is charged with organized scheme to defraud, making false official statements, and communications fraud. The Venezuela native is being held in Miami-Dade County’s Turner Guilford Knight Correctional Center on an immigration detainer, the records state.

Investigators believe the alleged fraud operation may have produced thousands of illegitimate insurance licenses, raising concerns about the integrity of the state’s licensing system and the potential impact on consumers who rely on licensed agents. 

The Florida Department of Financial Services began probing the alleged fraud ring in 2024 after state licensing authorities tipped them off. 

According to investigators, D&R Academy subverted Florida’s licensing process by logging into applicants’ accounts and completing required pre-licensing education and examinations on their behalf in exchange for money. 

The case first drew attention in 2024 when investigators arrested Rainier Miguel Salas, who authorities say ran the operation. 

As the investigation continued, detectives reviewed digital evidence gathered from phones and other electronic devices seized during earlier searches. Authorities say those records, including messages and other communications, helped identify additional suspects who allegedly used the service to obtain licenses fraudulently. 

Tiberio is one of 12 people accused of participating in the scheme by knowingly obtaining insurance licenses through the illegal operation in 2023 and 2024, investigators said. Prosecutors have filed multiple felony charges against the suspects. 

The case remains under investigation, authorities said.
