A man was arrested for public intoxication after trying to call his family using his shoe when given one last chance by police.
According to a Coral Springs Police Department arrest report, Charles Robert Strom, 41, of Saint Augustine, was taken into custody on April 17 after officers responded to multiple calls about an intoxicated man behaving erratically near the 10200 block of West Sample Road.
Police said the incident began when multiple callers reported a man ripping off his clothes, lying in the middle of a parking lot, and banging on plywood. When officers arrived, they found Strom showing signs of being extremely intoxicated.
Despite being warned, records show that Strom continued to cause disturbances. One caller told police she saw him stumbling through an alley and running in front of moving vehicles, forcing at least one driver to swerve off the road to avoid hitting him.
Officers later detained Strom as he approached parked vehicles in the area.
While speaking with the police, Strom was asked to contact a family member. Instead, investigators say he removed his shoe and began talking into it as if it were a cellphone.
Authorities said Strom refused medical attention and did not meet the criteria for involuntary commitment.
Police determined his actions posed a danger to others, citing his repeated attempts to run into traffic and disruptive behavior in a public place.
Strom was transported to Broward Health Coral Springs for medical clearance before being booked into the Broward County Main Jail.
