Coral Springs is seeking to strengthen its restrictions on where registered sexual offenders and predators can live – and bolster enforcement of the city’s residency law, according to city records.
City commissioners are set to vote at their Aug. 20 meeting on proposed changes to city law that dictate where sex offenders and predators can legally reside.
First enacted in 2005, the city’s existing residency ordinance has not been updated in two decades, and city officials say vague language has led to confusion, inconsistent enforcement, and legal challenges from sex offenders seeking to relocate to Coral Springs, a city memo states.
Under the proposed update to city law, it would be illegal for any registered sexual offender or predator—regardless of their offense or conviction date—to establish a permanent or temporary residence within 2,500 feet of schools, public school bus stops, childcare facilities, family day care homes, parks, playgrounds, or any other place where children regularly gather.
The existing law does not include that language about offenses or conviction dates in the pertinent section, which officials say has led to confusion.
City staff said the proposed changes were prompted by a rise in relocation attempts from registered sex offenders in other cities who have questioned or challenged the existing Coral Springs ordinance.
In addition to criminal penalties, the updated law would authorize the city attorney’s office to file civil lawsuits against violators without needing prior approval from the city commission, according to city records.
Detectives in the Coral Springs Police Department’s Special Victims Unit reviewed similar laws in other jurisdictions and recommended updates to ensure the local ordinance is clear, enforceable, and consistent with its original intent, officials said.
If approved, a second and final vote on the revised law is scheduled for Sept. 15.
